| 摘 要：肿瘤专科医院科研高质量发展面临项目科研经费缩减与高质量完成科研任务的矛盾。解决矛盾的路径之一就是要管理好科研结余经费。全文运用PDCA循环管理的方法分析影响科研结余经费产生的原因，梳理管理制度和流程，制定改进方案，以达到规范科研结余经费管理，提升科研结余经费的效益，激发科研创新活力的目的。 |

| Abstract： The high-quality development of scientific research in cancer hospitals now faces the contradiction between the reduction of research funds and the high quality accomplishment of research tasks. One way to solve the problem is to well manage the surplus funds of research projects. This article applied the PDCA cycle management method to analyse the factors related the generation of research fund balance， to sort out the management system and process， and to formulate an improvement plan for standardizing the management and enhancing the effectiveness of research fund balance to promote the innovation of scientific research. |
